Local Review Board
I would like to welcome you to the UTC Leeds and its Local Review Board (“LRB”).
The LRB is formed from co-opted members who have skills which aids the Governance of the UTC, Parents and members of staff. The purpose of the LRB is to provide oversight, challenge and support of the UTC including reviewing the UTC's progress against its improvement plan, student attainment and how it engages with students, parents, staff and the wider community.

Sarah Tulip - Chair of LRB
Sarah Tulip is a digital and technology leader, fractional COO, and founder of WILD Digital. She helps SME technology companies scale through operational leadership, transformation, and growth strategy via her consultancy, And Then Consulting.
Sarah is Chair of WYCA Digital Board and Digital Ambassador for Leeds as a City. She is recognised as one of Computer Weekly’s Top 50 Most Influential Women in Tech (2024) and is a passionate advocate for diversity and inclusion in the technology sector.
Craig Beech - LRB Member
Service Operations Manager, Siemens Mobility
Craig has been part of the governing team at UTC Leeds since 2020, he has a keen focus on supporting the next generation of technical talent and on improving inclusivity in industry.
He is a Service Operations Manager at Siemens Mobility, a large multinational company that builds and maintains Rolling Stock and Rail Infrastructure and has more than 15 years of experience working in the manufacturing & engineering sectors.
Sandro Caveleri - LRB Member
Sandro is an inclusive leader with an international background and has extensive experience in Operations, Strategy and Transformation across the Consumer Goods industry, working at Unilever and in the Speciality Chemicals industry at Croda. He is recognised for building high‑performing, engaged teams and for delivering lasting, transformative results, while developing people and accelerating sustainable growth.
Sandro joins the UTC Leeds LRB driven by a strong passion for developing people. He supports the critical role that partnerships between education and industry play in supporting young people to develop and build effective technical skills and professional competencies, and the resilience needed to achieve their potential to succeed in either employment or further education.
Jack Docherty - LRB Member
Jack joined UTC Leeds' Local Review Board bringing extensive leadership experience from Amazon, where he currently serves as Site Leader of LBA8, an Amazon Robotics Sort Centre, and LBA9. With a strong background in operational excellence and talent development, Jack is passionate about bridging the gap between education and industry.
As an LRB Member, Jack is particularly keen on exploring sustainability opportunities, leveraging his business knowledge to provide students with a clear understanding of pathways to professional careers.
Jack's appointment is part of a broader partnership between Amazon and the Baker Dearing Educational Trust, aimed at bringing real-world business expertise into educational settings to benefit students, staff, and the wider community.
Mark Goldstone - LRB Member

Policy Manager – Head of Domestic Competitiveness, CBI
Mark was part of the original team that set up UTC Leeds, working with key regional industry leaders to establish an approach that prepared young people for careers in manufacturing, engineering and technology.
Mark leads the Confederation of British Industry’s national policy team covering UK Competitiveness, advising government on business sentiment and the state of the UK economy.
Mark Hinchcliffe - Staff LRB Member

Having spent over 30 years in teaching at differing levels of responsibility, Mark decided to step back and is now employed as Engineering Technician at UTC Leeds, which he finds a very fulfilling role in supporting both students and staff.
Prior to entering teaching in 1989, Mark worked in engineering, developing systems for different users.
Mark is a firm believer in the need for students in Engineering industries, to help develop and improve facilities and our place in the world market. UTC offers the environment for students to realise their potential and choose further education paths and employment routes.
Andrew Sleigh - LRB Member

Andrew Sleigh, University of Leeds
Professor Andy Sleigh is a professor of Environmental Modelling at the School of Civil Engineering at the University of Leeds. Andy represents the University as a founding member of the group that originally set up UTC Leeds. He has considerable experience in the development of Higher Education ("HE") curriculum and can advise on the requirements of STEM teaching in schools as preparation for the HE environment.
Andy's research is in numerical simulation and modelling of environmental fluids flows. In particular, he has worked on the transport of water and airborne pathogens, and design of infection prevention measures.
Roz Wyatt Millington - LRB Member

Dr Rosemary (Roz) Wyatt-Millington joined the local review board of UTC Leeds because of her personal & professional experience in supporting children and young adults with additional needs. She has considerable experience in supporting students in Higher Education, particularly those who are neurodiverse. Roz is the adoptive mother of a child who is autistic and has ADHD and grew up with her younger brother who is also autistic with ADHD.
Roz is well versed in safeguarding round children due to be a long-standing leader in Girlguiding (since she turned 18) and a Cub Scout leader as well as formerly being a governor at Beckfoot School in Bingley, and the training she had with being approved as an adopter. Currently she is the link members for SEN and safeguarding on the review board.
The fact that Roz is also an electronic & electrical engineering lecturer and a chartered engineer is a bonus for the UTC. She is experienced in developing Higher Education curriculum and teaching degree apprentices, as well as doing outreach into schools both generally and as a female engineer.
Roz is involved with knowledge transfer partnerships at Leeds Beckett bringing research to real-life challenges and helping drive innovation with local companies.
